The Revolutions of ‘48 continue: Karl Marx and Friedrich Engels publish the “Communist Manifesto,” Chapter two of which proposes, a ten-plank platform for increased government control over the lives of individuals, which include:

  • a heavy progressive or graduated income tax;
  • centralization of credit in the hands of the state by means of a national bank with state capital and an exclusive monopoly;
  • centralization of the means of communications and transport in the hands of the state;
  • extension of factories and instruments of production owned by the state; the bringing into cultivation of waste lands, and the improvement of the soil in accordance with a common plan;
  • establishment of industrial armies and control of labor;
  • “free” [paid for by everyone else (government)] education for all children. … combination of education with industrial production.
