James Buchanan, Secretary of State, proposes to Richard Pakenham, Ambassador from the United Kingdom to the united States, that the Gallatin-Robinson Treaty boundary of the 49th parallel, between the united States and British North America, be extended to the Puget Sound, thus evenly dividing the disputed enclave of Oregon between the two nations.
