The federal enclave of Mississippi is admitted as a slave State into the voluntary Union. This brings the balance, in the Senate, of free States and slave States to ten free and nine slave—excluding the federal enclave of Ohio. Article I, Section 8 of the State Constitution says, “In all prosecutions or indictments for libels, the truth may be given in evidence, and the jury shall have the right to determine the law and the facts under the direction of the court.”
