Domnique Strauss-Kahn, Managing Director of the International Monetary Fund, announces that, in an effort to triple its lending capacity, the IMF, for the first time in its history, will to issue bonds.  These bonds will have a maturity of five years, and be denominated in Special Drawing Rights.
