The Fourth Confederation Congress convenes in Trenton, New Jersey.

       Robert Morris, Superintendent of Finance, resigns his office over frustration with the inability of the Fourth Confederation Congress to fully adopt his program to put the Congress of the united States on a firmer financial footing.  Although Congress did charter the central Bank of North America, it was not able to get permission from the States to lay modest duties on imports, and replace Bills of Credit with gold and silver Coin (lawful Money).
