Soldiers of the Continental Army surround the Philadelphia State House, where the Third Confederation Congress is meeting, and demand back pay.  Congress is forced to adjourn from Philadelphia when President (governor) John Dickinson, of the Commonwealth of Pennsylvania, refuses to call out the State Militia to protect Congress.
