While the United states Armed Forces (private mercenaries) are in Vietnam, “united in … determination to take all necessary measures in support of freedom,” Democratic (socialist/fascist) President Lyndon Johnson signs the Doctor Ricardo Vallejo Samala Relief and Congressional Redistricting Act, requiring that all members of the house of representatives be elected in winner-take-all districts.

NOTE: This helps to preserve the duopoly of the status quo (Democratic and Republican) parties, as it prohibits more diverse methods of representation, such as proportional representation, where candidates from alternative (American Independent, Peace and Freedom, Socialist Labor, et cetera) could be elected with only a plurality of the vote.
