The Second Continental Congress resumes debate on the Articles of Confederation.  Delegate Thomas Burke, of North Carolina, proposes that a new article be added that says, “Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the [u]nited States, in Congress assembled.”

       NOTE: Today we know this as Article II.
