The Second Continental Congress passes the fourth Certificate Act, authorizing the issue of 3,000,000 “dollars” in Continental currency notes (Bills of Credit), in one-sixth, one-third, one-half, two -thirds, one, two, three, four, five, six, seven and eight “dollar” denominations.

       NOTE: This act raises the Continental debt to 11,000,000 Dollars.
