In reaction to the Stamp Act, the House of Burgesses, of the colony of Virginia, passes the Virginia Resolves, numbers two, three and four of which read as:

       Resolved, That by the … Charters, granted by … James the First, the Colonists aforesaid are declared entitled to all Liberties, Privileges … as if they had been abiding … within the Realm of England.

       Resolved, That the Taxation of the People … by Persons chosen by themselves to represent them, who could only know what Taxes the People are able to bear, or the easiest method of raising them … is the only Security against a burdensome Taxation …without which the ancient [British] Constitution cannot exist.
