Presidential (conservative) Reconstruction continues: War Democrat (constitutionalist) facto President Andrew Johnson, a resident of confederate State of Tennessee, issues his conditional Proclamation of Amnesty, in accordance with the wishes of the late President Lincoln: each confederate State must draft, and ratify, a new Constitution repudiating the lawful right of secession and the Confederate debt, and also ratify the 13th amendment to abolish slavery in the Union.
NOTE: This coerced ratification of the 13th amendment was not in accordance with Article V, as a State must be free to either accept or reject an amendment without consequence. The alleged ratification of this amendment—along with its unlawful investment of power in Congress—instead of the Constitution—constitutes a standing usurpation of lawful authority.
