At the Constitutional Convention, Delegate Roger Sherman, of Connecticut, argues that “The Constitution should lay as few temptations as possible in the way of those in power.”

       The Convention votes (YEA, 9; NAY, 2; ABSTAIN, 1) to allow members of Congress to set their own salaries, rather than have them paid by their respective States.
