At the Constitutional Convention, a motion to by Edmund J. Randolph, of the Commonwealth of Virginia, is approved to divide the powers of the united States in Congress assembled into three co-equal branches, legislative, executive and judicial (YEA, 6; NAY, 1; ABSTAIN, 5).
