William Bull, Royal Governor of the colony of South Carolina, signs the Negro Slave Act—its first slave code—the Preamble of which states: “[I]t shall be always presumed that every negro, Indian, mulatto and mustizoe [sic] is a slave, unless the contrary can be made appear … in which case, the, burthen [sic] of the proof shall lie on the defendant.”
