James I (a Presbyterian, r. in Scotland, 1567 as James VI; in England 1603 – 1625) issues the First Charter of Virginia, authorizing Thomas Gates, George Somers and seven others to form a government for the colony of Virginia, consisting of a 13-member royally appointed council. The ancient Rights and Liberties of the Magna Carta are extended to all colonists.
