       While the United states Armed Forces (private mercenaries) are in Afghanistan, Djibouti, Iraq, the Philippines and west Africa defending “all freedom-loving people everywhere in the world,” the senate homeland security and governmental affairs committee files its report, on the Federal response to Hurricane Katrina, finding that the Federal Emergency Management Agency is so badly structured that it should be “disbanded”; and replaced by a new agency, with a different name, serving the same purpose.

       NOTE: The editors predict this will not work either.  Rather CONgress should adhere to downsizing the Federal leviathan to with its Constitutionally prescribed constraints and replace FEMA with nothing.
