HCR 61 would have prohibited Commander-in-Chief Trump from starting a war against Venezuela, thus allowing Trump to continue his provocations against Venezuela.
NOTE: This event illustrates how far the Federal government has fallen off the rails of constitutional discipline: The president must secure permission from Congress to go to war as per Article I, Section 8 [Clause 11].
