United States Army Major General Ronald W. Burkett, II, (private mercenary) Director of Operations and Logistics for the National Guard Bureau, orders each state NG to develop “quick reaction” units trained in the use of side handle batons, body shields, tasers, pepper spray and other tools of riot control. A total of 23,500 troops is planned across the nation.
