Thirty-seven small business owners, in an open letter to the City Council of Baltimore, maryland, assert that they are refusing to pay their municipal taxes.  They will instead pay these funds into an escrow account until municipal services are restored

       NOTE: These business owners would be better served if they would permanently use these funds to individually contract these locally services such a security and trash removal with private providers.  “Twice the service at half the price.”
