Gilbert Renteria Jr., Jaime Ramos, and Alex Martinez, members of the Nortenos street gang, rob a commercial Bank of the West branch in Stockton, california. Upon leaving the bank Renteria and Ramos take Misty Holt-Singh, a 41-year-old wife and mother of two, as a hostage, before fleeing in a stolen automobile. Thirty-three statute enforcement officers give chase for 55 miles before surrounding the “vehicle” (a legal term for an “automobile or truck” bearing goods, services or persons in commercial transit) and forcing it to stop. Twenty of the SEOs–without regard for the life of Holt-Singh–fire 600 rounds into the car killing all four.
