senior (sic) judge Lawrence Karlton, of the eastern district of california; judge Thelton Henderson, of the northern district of california; and judge Stephen Reinhardt, of the ninth circuit court of appeals, order the republic of california to reduce its prison population by almost 43,000 over the next two years. This order comes as a result of overcrowded conditions that are “often dangerous, and on many occasions fatal.”
