The ninth circuit court of appeals decides Porter v Bowen, declaring as lawful “vote swapping” by United States enemy/subject/citizens between different states. Vote swapping involves private agreements between one person in a state that that is tightly contested between the two status-quo (Democratic and Republican) candidates, and another who lives in an uncontested state. The U.S. enemy/subject/citizen who lives in the tightly contested state promises to vote for the preferred status quo candidate, in exchange for the promise of the U.S. enemy/subject/citizen who lives in the uncontested state to vote for the alternative (Constitution, Green, Libertarian, et cetera) candidate.

Five ministers in the government of Prime Minister Nouri al-Maliki, of Iraq, announces that they will no longer attend Cabinet meetings. This brings to a total of 17 ministers who are boycotting the al-Maliki government, thus depriving the PM of a quorum to conduct business.
