Rumsfeld, Secretary of Defense, when asked by the national media about torture that is occurring in the military prisons of Afghanistan and Iraq says, “My impression is that what has been charged thus far is abuse, which I believe technically is different from torture. [T]herefore I’m not going to address the ‘torture’ word.”
