Democratic (socialist/fascist) de facto President Clinton, Esq., signs the Department of Transportation and Related Agencies Appropriations Act of 2001, forcing the states to lower their drunk driving standard to 0.08%, or suffer the loss of their Federal road subsidies.

       NOTES:

• This violation of State sovereignty has done very little to reduce the amount of alcohol related fatalities as 70% of such collisions involve a BAC of 0.15% or higher.
• As an attorney (Officer of the Court) Clinton was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
