Sixty-seven-year-old Jose Aguando Cervantes is arrested, and his vehicle (a legal term for an automobile carrying goods or services in commerce) seized, by the Border Patrol, because of 119 pounds of marijuana that had been discovered in the bumpers.  The previous registered owner had used the vehicle to transport illegal immigrants (free-market workers) and marijuana, until the Immigration and Naturalization Service had seized it.
