The Russian Revolution of ’90-91 continues: President Mikhail Gorbachev, of the Soviet Union, orders a currency recall: All 50 and 100 Ruble banknotes in circulation will no longer be recognized as legal tender, and must be redeemed within a three-day period—and for smaller amounts than their face value.  This has the effect of instantly destroying the savings of millions of Soviet citizens.

       NOTE: This is the further realization of plank number five of the “Communist Manifesto” by Karl Marx.

       The Defense Intelligence Agency submits “Iraq Water Treatment Vulnerabilities,” to Richard B. Cheney, Secretary of Defense, which predicts that sanctions on a post-war “Iraq will suffer increasing shortages of purified water because of the lack of required chemicals and desalination membranes.  Incidences of disease, including possible epidemics, will become probable unless the population were careful to boil water.”
