James A. Baker, III, Esq., de facto secretary of state, assures President Mikhail Gorbachev, of the Soviet Union, that if he permits a reunified Germany to be a part of the North Atlantic Treaty Organization, NATO will expand “not one inch eastward.”

       Postscript: During the course of the decade following Germany’s reunification, NATO admitted another 12 nations that used to be Soviet allies.

       NOTE: As an attorney (Officer of the Court) Baker was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
