       We seek the integration of the Soviet Union into the community of nations.  And as the Soviet Union itself moves toward greater openness and democratization, as they meet the challenge of responsible international behavior, we will match their steps with steps of our own.  Ultimately, our objective is to welcome the Soviet Union back into the world order.
