In compliance with the unratified United Nations Convention on Psychotropic Substances, Republican (fascist/socialist) President Reagan signs the Anti-Drug Abuse Act of 1988, creating the National Office of Drug Control Policy to be administered by the Director of National Drug Control Policy (a.k.a. “Drug Czar,” and stating “the declared policy of the United states Government to create a Drug-Free America by 1995.”

Postscript: Seven years later the constitutional freedoms usurped by this act had vanished; the drugs themselves did not.
