Republican (fascist/socialist) de facto President Ford (25th amendment) signs the Home Mortgage Disclosure Act of 1975, requiring commercial banks and other financial institutions to collect and disclose information to Federal regulators concerning their home lending practices.  Ford signs this act despite having “some reservations” about it.

Question: Would a constitutionalist president like Monroe, Tyler, or Cleveland sign legislation that they had reservations about— especially whether or not it was constitutional?
