William E. Simon, Sr., secretary of the treasury, speaking to the annual meeting of the Tax Foundation admits to the cumbersome, incomprehensible nature of the Federal income tax code that he administers: “I’m not even sure the I[nternal] R[evenue] S[ervice] experts fully understand the system anymore. How can they when they are dealing with a tax code and regulations that now exceeds 6,000 pages of fine print?”
