While the United states Armed Forces (private mercenaries) are in Vietnam, “united in … determination to take all necessary measures in support of freedom,” the National Conference of Commissioners on Uniform State Laws promulgates the Uniform Controlled Substances Act, to be passed by the state legislatures.  The UCSA is almost an exact copy of Title II of the Comprehensive Drug Abuse Prevention and Control Act, which implements the anticipated ratification of the Single Convention on Narcotic Drugs.
