The New Federalism/New Deal V (1969 – 1974) continues: While the United states Armed Forces (private mercenaries) are in Vietnam, “united in … determination to take all necessary measures in support of freedom,” Republican (fascist/socialist) de facto President Nixon, Esq., speaking at a meeting of the National Governor’s Conference, in Colorado Springs, colorado, announces that he is replacing the failed Aid to Families With Dependent Children with a more elaborate Federal program; “We have declared the first 5 years of a child’s life to be a period of special and specific Federal concern.”

       Question: Where in the Constitution for the united States does it state that Congress is responsible for the welfare of children?

        Postscript: Instead of abolishing AFDC, Nixon expanded it under a different name.

        NOTE: As an attorney (Officer of the Court) Nixon was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
