At the annual Harvard University (massachusetts) graduation ceremony, Nathan Pusey, President of the University, welcomes the class into “the company of educated men.”  To which hundreds of graduating seniors rise from their seats, raise their fists, and walk out.

       While the United states Armed Forces (private mercenaries) are in Vietnam, “united in … determination to take all necessary measures in support of freedom,” the United States Intelligence Board reports to the National Security Council that the Soviet Union has neither the desire nor capability to launch a first-strike nuclear attack against the U.s.

       Question: Why then was the Federal government so concerned aobut building its military against such a non-existent threat?
