De facto Commander-in-Chief Kennedy, Esq., issues the Unified Field Command Plan of 1963, creating the Southern Command to operate out of the Federal enclave of the Panama Canal Zone. The mission of SOUTHCOM is to repel invasions of Central and South America.
NOTE: As an attorney (Officer of the Court) Kennedy was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
