In a speech to the Council on Foreign Relations, John Foster Dulles, secretary of state declares his policy of “mutually assured destruction” (MAD) against the Soviet Union: “[T]here is no local defense which alone will contain the mighty land power of the Communist world.  Local defenses must be reinforced by the further deterrent of massive retaliatory power.”
