The Niagara Falls (new york) City School District (a government protected educational monopoly) Board of Education obtains a toxic-waste dumpsite, from the Hooker Chemical Company, for one “dollar,” after threatening to seize it through eminent domain.  Hooker warns that extremely dangerous chemicals are buried at the site, and it is suited for little more than an asphalt sealed parking lot. 

       NOTE  Hooker even places a 17 line restriction in the deed requiring that the school board warn any subsequent owners of the site’s dangers.

       Postscript: NFCSD ignored the admonition, built the 99th Street Elementary School, divided the remainder of the property into lots for construction of housing.
