In retaliation for anti-Vietnamese rioting in Saigon, two days prior, by French former prisoners of war, the Vietminh initiates a general strike against French colonial authority. The 20,000 French nationals living in the city, either barricade themselves in their homes, or flee to the protection of British and French troops. The city’s infrastructure is completely broken down as anti-French rioting has broken out.
