Henry Morgenthau, Jr., secretary of the treasury issues Treasury Order 39, creating the War Finance Division, which will manage the Defense Savings Bonds Program. The purpose of the DSBP is to borrow money from United states subject/enemy/citizens in token amounts (under 100 “dollars”) for the purpose of preparing the nation for entry into the Axis War (World War II).
