The Federal enclave of washington conducts the first “Blanket Primary” in the nation, in which voters—without declaring a party affiliation—are allowed to vote for any candidate of their choice, even between different parties for different offices.
NOTE: The resulting effect of the Blanket Primary is that candidates adhering to the status quo to usually win their party nominations, while candidates promoting alternative ideas lose.
