Democratic (socialist/proto-fascist) Governor Braxton Bragg Comer, of the confederate State of Alabama, transmits to Philander Chase Knox, Secretary of State, that the Alabama legislature has passed House Joint Resolution Seven, which does not ratify the unlawfully proposed 16th amendment to the Constitution for the united States, as it voted to pass modified text.  Senate Joint Resolution 40 as it was allegedly passed by the Republican (proto-fascist/socialist) 61st Constitutional Congress (elected in accordance with Article I, Section 3 [Clause 1]) read as:

       The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.

But what the legislature passed contained the following errors:

       The Congress shall have power to lay and collect taxes on incomes[comma deleted] from whatever source derived, without apportionment among the several States, and without regard to any census, or enumeration.

An amendment proposed by Congress may not be amended.  It may only be voted up or down.

       Postscript: On February 25, 1913, Philander Chase Knox, Secretary of State, falsely recorded Alabama as the first State to have ratified the purported 16th amendment.
