Republican (proto-fascist/socialist) Theodore “Robber Baron” Roosevelt dispatches William Howard Taft, Secretary of War, to Cuba to impose order upon the chaos that has existed since becoming independent. As Roosevelt is grooming Taft to replace him as president, he advises his lieutenant: “I should not dream of asking the permission of Congress. … It is for the enormous interest of this government to strengthen and give independence to the Executive in dealing with foreign powers.”
