Democratic (constitutionalist) President Cleveland allows the Wilson-Gorman (revenue) Tariff Act to become law without his slgnature, eliminating and lowering tariffs on many imported items.  But the act contains a provision reviving the unlawful personal federal income tax, imposing a two-percent tax on incomes of over 4,000 Dollars per year.
