       Postscript: The Republican 51st Constitutional Congress (a.k.a. the “Billion Dollar Congress”) wiped out the entire surplus left by Democratic (constitutionalist) President Cleveland, despite enactment of the McKinley Tariff, which raised protective tariff rates to their highest levels ever.

       NOTE: So much for conservative Republicans!
