Republican (nationalist) President Grant signs the District of Columbia Organic Act of 1878, consolidating the cities of Georgetown and Washington, County of Washington into the unitary District of Columbia.  The new government will consist of an appointed governor; a bicameral legislature, composed of an 11-member presidentially appointed Council and a 22-member elected House of Delegates.

       CONSPIRACY ALERT: There is a fringe group that advocates the unsubstantiated hypothesis that this act converted the U.s. into a private corporation.  These advocates should read the statute for themselves (linked below).  It did no such thing.
