Republican (nationalist) President Abraham Lincoln, of the united States, proposes to the Republican 37th Constitutional Congress the gradual, compensated emancipation of slaves in States that have remained in the compulsory Union.
NOTE: Following the precedent that had been firmly established by the Independent State of Vermont, Commonwealth of Pennsylvania, the United Kingdom, the United Netherlands, the Kingdom of Spain, the Republic of France, the Danish West Indies, and the Empire of Brazil, would have been far cheaper than the expenditure of 6,190,000,000 Dollars and 750,000 lives.
