The Second Wheeling (Virginia) Constitutional Convention convenes for the purpose of framing a government, and applying to the united States Congress for admission as a State.
NOTE: Since the Commonwealth of Virginia was considered to be part of a indivisible, compulsory union, it had the right under Article IV, Section 3 [Clause 1], to to either approve or deny any application.
