       The second Maryland constitutional convention of 1861 adjourns without forming a quorum to conduct business.  A quorum could not be formed as legislators known to have secessionist (constitutionalist) sentiments had been arrested by Major General John Adams Dix, commander of the compulsory Union Departments of Maryland and Pennsylvania.
