Republican (nationalist) President Lincoln, of the united States, writes to Democratic (constitutionalist) Governor Madison S. Perry, of the Confederate State of Florida, urging that he lobby the State legislature in ratifying the proposed 13th amendment that
No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State.
Question: If slavery had been the sole reason for the Confederate States seceding from the Union then why did not they return to the fold when they were given this ironclad guarantee that slavery would be perpetually preserved?
