The Provisional (constitutional) Congress of the Confederate States (a voluntary union) meets, in Montgomery, Alabama, as a convention, consisting of delegates from Alabama, Georgia, Louisiana, Mississippi, and the Independent Republic of South Carolina, to draft a provisional constitution, elect a provisional president and vice president, select a capital, and approve a flag.  The provisional constitution is scheduled to be replaced with a permanent constitution by March 11.
